Ctrl + 3 also known as Control + 3 is a keyboard shortcut that is often used to switch to the third tab in an Internet browser but it serves a different purpose in different programs.
How to use Ctrl + 3?
One needs to press and hold the "Ctrl" key on the keyboard and press the "3" key with it.
For using these shortcuts, you need to use the 3 key located above the top row keys, not on the numeric keypad.

In Microsoft Excel, if you choose to press the "Ctrl + 3" key, it will italicize the text of the selected cell.
Ctrl + 3 key doesn't serve any task in Microsoft word but pressing Ctrl + Alt + 3 will make the selected text heading 3.
In all the major browsers (e.g. Google Chrome, Mozilla Firefox, Opera), Ctrl + 3 key is used to switch to the third tab of the browser.
In Apple computers, Command + 3 is used to Display items as a Column in Finder.
The "3" key is used to move to 30% of the video in Youtube.
In Microsoft Outlook, Ctrl + 3 is used to switch to the contacts view.
